New Residents
If you are moving to North Carolina and have a driver license from another state, you must surrender it and apply for a North Carolina license within 60 days from when you establish a permanent residence. Your out-of-state license satisfies the requirement for proof of age and identity.

Steps to Applying for a Regular NC Driver License
- Study the Driver's Handbook.
- When you visit the driver license office to apply, you do not need an appointment unless you are taking a driving test. Different offices have different hours. Some field offices are only open part time, so be sure to find out before you go.
Bring the necessary documents with you:
- Proof of age and identity (if applying for an original driver license or learner's permit); one form of ID must show your full name and date of birth.
- Proof of residency.
- Proof of liability insurance. North Carolina is very strict about liability insurance for drivers. You must bring proof of insurance with you when you apply for a license. If you do not currently own a motor vehicle and you do not drive a private passenger vehicle owned by another person, you are exempt from needing proof of insurance. However, you must certify that you are exempt on Form DL-123A, and your license will be restricted to driving only fleet vehicles.
- Proof of Social Security number (or ITIN).
- Pay any fees that are due. North Carolina is phasing in a five-year driver license renewal program. Currently, your license will be good for four to eight years, depending on your age. Fees are paid up front and are based on a yearly fee. See a list of current driver license fees. Regular license classes are $4 per year, and a learner's permit is $15.
- Additional selections: You can also make selections about organ donation, voter registration and Selective Service.
- Possible restrictions: You might not be licensed if you suffer from a condition that would prevent you from driving safely. If you have a disability that does not interfere with your driving abilities, you can receive a restricted license enabling you do drive. You will also have to pass a vision test. If you wear corrective lenses, wear them when you apply for your driver license. Your license will indicate that you wear corrective lenses, and you must wear them while driving.
A learner's permit provides you with restricted driving privileges so you can learn how to drive and practice for your driving test. While driving on public highways, you must always have a driver with you who is licensed for the type of vehicle you're driving. That person must sit next to you.
- Finally, you must take vision, road sign recognition, and written knowledge tests. You do not need an appointment for these. If you are applying for a first-time license, you must also pass a driving test.

Contingent contracts often work out well, but you need the help of a professional to weigh the pros and cons.
